May send a notification email when:
- User is created/imported
- Course is created
- Event is created/modified/released/graded
Allow user to choose to send a notification email
- Email schedule: User can set a schedule to send a notification on certain time.
- Email Template: User can set a notification email content from his/her own email template.
Add User page has a select box for notification email. If checked, send a notification email with user name, randomly generated password, and instruction to added user. (For imported users, it would be better idea to use Group Email system)
