== Requirements ==
An admin/instructor:
* Should be able to set the mark deduction scale for each evaluation event.
The students:
* Should be notified about the late evaluation submission mark penalties.
== Implementation Questions & Suggestions ==
* Should admin/instructors be able to apply late penalty for each individual question, or restrict it to the event as a whole?
* If a student has a valid reason for submitting a late evaluation, the admins and instructors should be able to revert or lessen the penalty applied to the student's mark.
* How should the late submission penalties be applied if a student submits a partially incomplete late evaluation?
* If an instructor or admin modifies the marks penalty scales after all the evaluations have been submitted, how would this affect the administered marks?
* How granular should the functionality be?  Should an admin/instructor be able to apply different mark penalty scales to different students and groups?
