Email Notification

Refer to ticket #178

Requirements

May send a notification email when:

• User is created/imported
• Course is created
• Event is created/modified/released/graded

User should have a choice to send notification or not.

Optional:

• Scheduling system that schedule to send an email on some condition
• Custom template and mail merge system.

Implementation

• All sending emails go to stack of email scheduler, so that user doesn't have any delay due to sending email overhead
